Rule 3
Visits should not be spent without a visit order or decision

(1) Visits or work should not be spent without a visit order or decision.
(2) According to sub-rule (1), while ordering or deciding on visits, the following officials or employees shall order or decide on the visit or work of the following officials:-
(a) The Chief Justice, if a judge of the Supreme Court,
(b) Speaker if he is a member of Legislature-Parliament,
(c) Head of the relevant constitutional body if he is an official of the constitutional body (d) If the Secretary of the Government of Nepal or a special category employee, the Chief Secretary of the Government of Nepal, but if the Registrar of the Supreme Court or the Secretary of the Judicial Council, the Chief Justice of the Supreme Court, and if the Deputy Attorney General, the Attorney General shall issue the order or decision.
(e) If the Judge of the Court of Appeal is the Chief Judge of the Court of Appeal,
(f) In case of ministry or department level employees, the secretary of the concerned ministry or the head of the concerned department,
(g) Apart from what is written in clauses (a), (b), (c), (d), (e) and (f), if there are other central, regional, district level or project level employees, when visiting their area, the relevant central, regional, district Or the head of the project level office, but if it is a local level employee, at least the head of the district level office will have to order or make a decision on the visit.
(3) Notwithstanding anything contained in sub-rule (2), the Prime Minister, Chief Justice, Speaker of the Legislature-Parliament, Deputy Prime Minister, Minister, Minister of State holding independent charge, Vice-Chairman of the National Planning Commission, Attorney General, Head of Constitutional Body or other similar officers , the Chief Justice of the Court of Appeals or officials of a higher level than the special rank of the Government of Nepal can approve their visit orders themselves.
(4) The official who orders the visit shall give the visit order in the format as per schedule-1.
(5) Notwithstanding anything contained elsewhere in these rules, a member of the Council of Ministers, an officer of the ………………….. constitutional body or any other similar positionIn addition to officials, members of National Planning Commission, Nepal Justice Service, Justice Group, the Secretary of the Government of Nepal or officials of the same special category or higher level officials or employees to travel abroad, the Government of Nepal, the Council of Ministers shall make a decision.
